In a bid to enhance community safety, the Keeping Violent Offenders Off Our Streets Act has been introduced, focusing on the regulation of bail bonds and charitable bail funds. This legislative move follows the tragic Waukesha Christmas parade attack, which was perpetrated by an individual with an extensive history of violent criminal behavior.

The Act proposes classifying bail bonds as insurance products, thereby bringing them under state insurance regulation. Moreover, it mandates that charitable bail funds must also comply with these regulatory standards. The intent behind these measures is to prevent violent offenders from easily securing release through unregulated bail funds, thereby offering greater protection to the public.
